    NCAA-Backed Effort To Reshape College Sport Regulations Hits Wall In Congress

    The SCORE Act was supposed to be voted on by House Republican leaders this week. After a nearly failed procedural vote this week, the plans to move forward with the bill were abruptly scrapped.Steve Scalise (R-La. ), Majority Leader, told reporters on Thursday that a few lawmakers had questions about the bill. “So we’re just going to take our time with it to make sure we can get the coalition finalized.”It’s only the latest delay for a bill that had appeared headed for passage over the summer before repeatedly hitting roadblocks. Scalise refused to commit to bringing back the bill this year. He said the House is “busy”.”Opponents of the bill say it is ‘not ready for prime time’The NCAA, Division I conferences and other groups claim the bill codifies the rules that were created by the multibillion-dollar settlement of a lawsuit that allowed college players to get paid. This legislation is said to provide clarity that has been long needed. Tuesday, the U.S. Olympic Committee (USOC) and the White House lent their support to the legislation.The White House stated that “urgent federal action” was needed to ensure stability, fairness, and balance to protect student-athletes, and preserve collegiate sporting opportunities. House Democratic leaders urged their members to oppose the bill, despite some Democratic cosponsors. Republicans have become increasingly hostile to the bill in the last week. They complain that the vote was rushed and that they need to get other things done before the end year.”I just don’t think it was ready for prime time, and we’re trying to work through some of the lingering issues,” Rep. Chip Roy, R-Texas, said Wednesday.The bill would also preempt state laws that regulate the payments to players.”I don’t think we should be doing anything to help the NCAA. “They created this mess,” said GOP Rep.
